The Rivers state House of Assembly (RSHA), has approved the regulation for the prohibition of use of private Consultants, Agents to collect personal income tax in the state.
The bill entitled “Rivers state Regulation for the prohibition of private Consultants/agents for the accessement and collection of personal income tax, 2021”, was debated and passed during an early.morning sitting Wednesay.
Considering the document sent by the state Governor Nyeso Wike to the House, the Lawmakers in their separate contributions said the document would serve good purpose for the state and its residents.
They agreed that it would aide transparency, fast track development and accountability in the state.
Introducing the document earlier, the Majority House Leader and member Representing Obio Akpor Constituency 1 in the assembly, Martin Amaehule said the regulation was sent pursuant to section 75 of the state Board of Internal Revenue (BIR), service law number 12, 2012, and contains seven clauses.
In his submittions, Amaehule said that the section of the law makes it mandatory for the chairman of the Board to seek the approval of the state House of Assembly whenever regulations regarding their performances in the state are to be made.
He noted that the proposes regulation marks the era of using private persons, Consultants to collect personal income taxes in the state, and by extension the end of improper remittances among other challenges.
“The key thing in this regulation is that the state board of revenue service no longer want consultants to be part of the job of collecting personal once tax for the state government.
“The state revenue Board wants to collect personal income tax and channel it properly as the existing law provided.”
The House Leader noted issues of prompt remittances and poor disclosure of actual figures collected as some of the many challenges that are associated with collecting taxes via consultants, and expressed hope of improved revenue collection in the state.
In his remarks shortly after.tge.approval, the Speaker, Ikuinyi Owaji-Ibani described it as good for democracy and a state whose Leader is passionate about development.
